This Supplement to the 1971 Fiscal Year Capital Budget contains 
the preliminary plans and outline specifications for major con- 
struction projects included therein. The preliminary plans for 
the following projects were not completed at the time this 
Supplement was printed: 



New Boiler Flant - Annapolis 

Workshop for the Blind - Salisbury 

New Armory - Whiteoak Area 

Regional Mental Retardation Center - Salisbury 

Second phase construction - Maryland Metropolitan 
Washington Retardation Center 



The purpose of the Supplement is to assist in visualizing the 
projects and their functions. It should be studied with the 
Capital Budget Report. This document is designed to meet the 
requirement of Chapter 121 of the Acts of 1956 which calls for 
submittal of preliminary plans and outline specifications for 
permanent construction projects at the time the construction 
funds are requested. 



The estimated building costs given in this Supplement include 
all fees involved.

GYMNASIUM BUILDING

PROJECT DESCRIPTION 

The institution does not have a gymnasium. This project will 
provide a 96' x 270' building containing approximately 26,000 
square feet. The building will be reinforced concrete and cement 
block construction, tied into the existing wings of the institution. 

PRELIMINARY PLANS AND OUTLINE SPECIFICATIONS 

Plans are shown to the right. Outline specifications are: 

Exterior walls Reinforced concrete at the floor 

level with masonry brick above. 

Structure Steel, reinforced concrete and 

concrete block. 

Roof Composition built-up, 20 year type 

surface on steel decking. 

Interior Interior finish concrete or 

painted slag block. Wainscot of 
coating type used in gymnasium. 

Floors Reinforced concrete with asphalt 

tile finish. Toilet rooms of 
ceramic tile; gymnasium floors 
of maple. 

Electric Standard fixtures . 

Heating Unit heaters suspended from the 

ceiling. 

Plumbing Standard fixtures. 

Air conditioning None

PATUXENT INSTITUTION 

MAINTENANCE AND SERVICE BUILDING 
Jessup 

PROJECT DESCRIPTION 

The Institution does not possess a Maintenance and Service building. 
This project will construct a 30' x 90' building containing approxi- 
mately 2,700 square feet. The building will house the shops and 
equipment needed to enable the Institution to accomplish the necessary 
repairs to its property. The structure will be compatible in appearance 
to the existing buildings .

GYMNASIUM BUILDING 

Maryland School for the Deaf

PROJECT DESCRIPTION 

This facility, containing a swimming pool encompasses approximately 
Ii3,000 gross square feet. The building will also provide the basket- 
ball courts, exercise rooms and classrooms required for the projected 
enrollment of 500 plus students. The present gymnasium is completely 
inadequate and this facility will enable the school to develop and 
maintain the necessary physical education programs. 

PRELIMINARY PLANS AND OUTLINE SPECIFICATIONS 

Plans as shown at right. Outline specifications are: 

Exterior walls Brick exterior cavity type with 

block backup. 

Structure Steel and reinforced concrete. 

Roof Concrete plank insulated with 

20 year type built-up roofing. 

Interior Slag block painted partitions 

and walls except in toilet and 
showerrooms which are ceramic 
tile or special coated wain- 
scots; ceiling in Gym exposed 
structure; acoustical tile 
generally in other rooms . 

Floors Maple in Gym, otherwise vinyl 

asbestos tile; ceramic tile in 
toilet and shower rooms. 

Electric Standard as required for Gymnasium. 

Heating Standard for type of building. 

Plumbing Standard for type of building; 

filtration system for pool. 

Miscellaneous Foldaway bleacher seating in 

gymnasium.

PROJECT DESCRIPTION 

This facility which contains approximately 130,000 gross square feet, 
includes an auditorium seating 1000 persons and instructional areas 
for art, speech, drama, music, English and modern languages. 

PRELIMINARY PLANS AND OUTLINE SPECIFICATIONS 

Plans are shown at the right. Outline specifications are: 

Exterior walls Brick, glass and pre-cast concrete. 

Structure Reinforced concrete. 

Roof Flat, built-up composition roof. 

Interior Brick and painted slag block; generally 

exposed construction; special acoustical 
consideration and treatment in audi- 
torium and music practice rooms. 

Floors Vinyl asbestos, concrete and tile. 

Electric Conventional for type of building; basic 

stage and auditorium lighting. 

Heating Central Plant steam conversion. 

Air conditioning Conventional for type of building provided 

throughout .

Morgan State College

PROJECT DESCRIPTION 

This facility will provide approximately 97,000 gross square feet 
for faculty offices, classrooms and laboratories to serve the Depart- 
ments of Education, Psychology and Sociology, presently located in 
Carnegie Hall, constructed some 50 years ago and which now affords 
most inadequate accommodations. 

PRELIMINARY PLANS AND OUTLINE SPECIFICATIONS 

Plans are shown at right. Outline specifications are: 

Exterior walls Brick and pre-cast concrete. 

Structure Reinforced concrete. 

Roof Flat, built-up composition.

The rapidly growing enrollment creates the requirement for additional 
classroom, faculty offices, laboratories and related facilities. The 
need for additional classroom space is particularly critical. This 
facility, approximating 175 5 000 gross square feet includes extensive 
psychology laboratories, classrooms and faculty offices. 

PRELIMINARY PLANS AND OUTLINE SPECIFICATIONS 

Plans are shown at the right. Outline specifications are: 

Exterior walls Brick, slag block, textured; stucco 

on metal lath. 
Structure Structural steel and concrete slab. 

Roof Flat, built-up composition.

This facility approximating 36,500 gross square feet, will provide 
an auditorium with an adequate stage and a seating capacity of 
1,200 which represents the projected enrollment of the College by 
1975* In addition, theater and music classrooms, music rehearsal 
and practice rooms are provided.

ADDITION TO DINING HALL

PROJECT DESCRIPTION 

To provide for increased enrollment, an addition approximating 7,000 
gross square feet must be constructed as two wings to the present 
dining facility. Water's Hall presently accommodates 350 persons and 
with the 230 additional seats provided by this addition, the food 
service requirements of the College should be met for several years.

Plans are shown at the right. Outline specifications are: 

Exterior walls Face brick compatible with existing 

building and slag block backup. 

Structure Brick bearing wall; bar joist roof

Stack area in the present library will be saturated by the summer of 
1970, and with present rate of growth in enrollment, reading and 
study space is becoming critical. This addition, approximating 75> 5 000 
gross square feet is required to provide adequate library facilities 
for this growing campus .

SWIMMING POOL ADDITION 

Baltimore County Campus 
Catonsville 

PROJECT DESCRIPTION 

Physical education facilities for both men and women have been 
provided for and will be adequate for some time. There are, however, 
no swimming facilities on the campus. This project, as an addition 
to the Men's Physical Education Building will provide an 8 lane 
swimming pool with dressing rooms for both men and women and five 
courts which may be used interchangeably for squash or handball. 

PRELIMINARY PLANS AND OUTLINE SPECIFICATIONS 

Plans are shown at the right. Outline specifications are: 

Exterior walls Brick cavity. 

Structure Steel frame. 

Roof Steel joists with insulated steel 

deck and built-up roof. 

Interior Tile wainscoting; slag block and 

plaster, painted; exposed ceiling 
construction with acoustical tile. 

Floors Vinyl asbestos and ceramic tile.

Heating Extension from Central Plant.

including filtration system.
